This is a US Army Pigeon Vest (PG-106/CB) used to carry a pigeon on a soldier's person until time to release for message delivery.
There is a warning printed on the vest which reads:
IMPORTANT: DO NOT RETAIN PIGEON IN VEST IN EXCESS OF SIX HOURS
